Braintree council appoints architect Emily McGinley to school building committee

The Braintree Town Council voted unanimously April 7 to appoint Emily McGinley as a community member of the school building committee. The council's ways and means committee sent the nomination forward with a unanimous favorable recommendation.

Mayor Joyce told the council McGinley is an architect and "has been very active" in the Hollis community; the mayor said McGinley fits the role the committee seeks to fill, which in MSBA guidance is typically an architect, engineer, or construction-industry professional. The mayor reminded the council that the school building committee's composition is an MSBA requirement and that the committee is currently handling closeout procedures for recent middle school projects.

Councilors discussed broader questions about the school building committee's future role in district planning. Councilor Warren urged that "every school district should be represented on this committee" if it takes on expanded responsibilities such as redistricting, consolidation, or renovation prioritization. Councilor Humes, who chairs the school building committee, and others said past projects included representatives from every school and department and that the mayor's office is considering similar representation moving forward.

A legal opinion read into the record cited 963 CMR 2.062(b) and concluded the school building committee is a multiple-member body appointed by the mayor with the consent of the town council under sections 2-10 and 3-3 of the charter. After a motion and second, the council approved McGinley's appointment by unanimous voice vote.
