The Moscow City Council voted on several procedural and substantive items during its April 7 meeting, including approval of the consent agenda, adoption of an ordinance repealing the Pathways Commission, authorization of additional funding for the Public Avenue project and a motion to adjourn to executive session.
The consent agenda — described by staff as routine items previously vetted by committees — was moved and seconded and approved by voice vote with recorded aye votes: Bryce Aye; Sandra Aye; Julia Aye; Drew Aye; Tina Aye; Haley Aye.
As described in a separate article, the council approved an ordinance repealing Moscow City Code Title 3, Chapter 14 (Moscow Pathways Commission). That ordinance was recorded as Ordinance 2025-3; the roll-call was Gina Aye, Drew Aye, Bryce Aye, Julia Aye, Sandra No, Hailey Aye.
The council also approved staff’s recommendation to provide the Local Highway Technical Assistance Council a letter of support and to authorize an additional $450,763 in local funding to accept Knife River’s low bid for the Public Avenue corridor safety project; the roll-call vote on that motion was Julia Aye, Bryce Aye, Sandra Aye, Drew Aye, Hailey Aye, Gina Aye.
Late in the meeting councilors voted to adjourn into executive session citing an Idaho code provision (as read aloud in the meeting): "Idaho code 70 four-two 0 6 and 1F" (transcript language). A roll-call vote to move into executive session was recorded as Haley Aye; Drew Aye; Julia Aye; Price Aye; others followed as recorded, and the meeting did not reconvene publicly after the executive session.
No additional formal legislative actions were recorded beyond those items; staff will publish minutes and supporting documents in accordance with city procedures.
