Council repeals Moscow Pathways Commission after members recommend dissolution

The Moscow City Council voted to repeal Moscow City Code Title 3, Chapter 14 and dissolve the Moscow Pathways Commission, following a recommendation from the commission that it was redundant with other city bodies and had insufficient substantive agenda items.
David Schott presented the commission’s history and recommendation to the council, tracing the body’s origin to a 1994 task force and its formal transition to the Pathways Commission in 2015. Schott said the commission had advanced key projects including the Highway 8 underpass, Blackbird Station and pathway lighting around Republic on Main, but that recent years produced few substantive projects and low event participation.
“Given the pressures on city budget and that the charter of the Moscow Pathways Commission is largely redundant with those of the Transportation Commission and the Parks and Recreation Commission, the Moscow Pathways Commission recommends that it be dissolved,” Schott said, reading the commission’s motion.
Several councilors expressed appreciation for the commission’s work and concern about losing the pathways focus. One councilor called the decision “a sad evening” and said the commission had a valuable track record. Other councilors said Transportation and Parks and Recreation commissions — and staff — could absorb pathway work and stressed dissolution need not be permanent: the council can reconstitute the commission if circumstances change.
Council moved to approve an ordinance repealing Title 3, Chapter 14 under suspension of the rules and to publish by summary. The motion passed; the ordinance was recorded as Ordinance 2025-3. The recorded roll-call vote was: Gina Aye; Drew Aye; Bryce Aye; Julia Aye; Sandra No; Hailey Aye.
Administrative staff explained that the commission’s role was advisory (recommendations to the mayor and council) and that maintenance and day-to-day pathway upkeep remains the responsibility of Parks and Recreation. Council and staff said they would use existing commission volunteers in ad hoc subcommittees or to advise Parks and Recreation or Transportation on pathway-related matters when specific projects arise.</n The ordinance passed at the meeting will be effective upon passage, approval and publication according to law.
