Council approves $40,760.50 payment to Utah County for 2025 elections; staff raises concerns about "fast cast" option

The Lindon City Council on April 7 approved Resolution 2025‑8‑R to enter an agreement with Utah County for administration of the 2025 elections. The resolution authorizes a city contribution of $40,760.50 toward election administration costs, reflecting the probable need to cover both a primary and a general election this year.
City administrator Adam Cowie summarized the county contract and then outlined concerns about a separate Utah County proposal called “FastCast voting,” which would allow voters to come to designated locations, show identification and have ballots validated on the spot before being deposited. Cowie said the county’s initial description omitted several operational requirements and that “we would not recommend that we do that” without additional county support.
Cowie and staff identified the principal additional requirements for a local FastCast site: ADA‑compliant workspace, at least three paid election workers on site to manage authentication and provisional ballots, the ability to print and process ballots and physical ballot‑drop procedures. Those needs could require dedicated staffing and space in the city, he said; several municipalities that reviewed the county proposal expressed similar concerns.
County materials referenced a per‑active‑voter processing estimate of about $2.75, and staff said the total projected contribution in the agreement accounts for anticipated primary and general election costs. Council member Lincoln Jacobs moved approval of the resolution; Steve Stewart seconded and the motion passed on a council voice vote.
Cowie said city staff will seek further detail from Utah County about FastCast operational costs and whether the county will provide training, equipment or staffing assistance if Lindon agrees to pilot the option in the future.
