Morganton council annexes three Madcap Adventures parcels and applies medium‑intensity zoning

The Morganton City Council on April 7 approved a voluntary annexation petition from Madcap Adventures LLC for three adjoining parcels at the intersection of Pete Britton Road and Enola Road and applied the city’s medium‑intensity (MID) zoning to a portion of the land.
The annexation, certified sufficient by city staff, was the subject of a public hearing before the council voted to accept the petition. Keith Rigsby, city attorney, confirmed the petition met the statutory requirements for voluntary annexation and that proper notice and a legal metes‑and‑bounds description were attached to the proposed ordinance.
The council then held a separate public hearing on a zoning map amendment for the same property. Wendy Kato, mayor pro tem, explained that the land across from Liberty Middle School previously carried Burke County R‑1 zoning and that applying the MID zone would permit a range of lower‑density residential and neighborhood‑scale uses. She said the proposed MID designation is consistent with the Imagine Morganton 2040 future land‑use map.
No members of the public spoke in opposition during either hearing. After closing the hearings the council approved the annexation and the zoning change by voice vote.
Because the parcels will be served by a different fire provider, council agreed to change fire‑service arrangements and reimburse Salem Fire Department for services already provided, a logistical detail noted during the hearing.
The annexation ordinance and the zoning map amendment now move the parcels inside Morganton’s city limits and attach the MID zoning that staff said fits the city’s adopted comprehensive plan.
