The Adams County Cultural Council reviewed the Palateers Art Club application during its study session and flagged the application for follow-up because council staff identified a financial-dependency “red flag.” Joyce Downing and other council members praised the Palateers’ long presence in the county but asked for clearer metrics and financial explanations.
Dana, SCFD staff, told the council: “they are projecting that almost 50% of their funding comes from SEFD, And that is that is the reason why they are red is because their financial dependency on SCFD funding as their overarching funder.” Council members also noted apparent discrepancies between the organization’s profit-and-loss statements and its grant application; Jim Cole and others asked whether deficits and different P&L figures had been explained in the materials.
Members pressed for more precise attendance and audience-tracking metrics and suggested applicants use web links or QR codes to help reviewers confirm programming. Susan Beta and Erin said the Palateers’ DEIA narrative could be strengthened with specific actions and outcomes; Erin suggested the organization consider outside resources or training to improve clarity on equity, diversity and inclusion practices. Council members recommended the group seek additional funders to reduce SCFD reliance and urged the Palateers to clarify large budget items and any deficits in their financial submission.
The council did not take formal action during the study session. SCFD staff said they will follow up with the organization if additional information or clarification is needed before final award decisions.
