He said the national three‑year re‑incarceration rate has decreased 23% since passage of the federal Second Chance Act and reported a local reconviction figure of 17% as of November 2024 for reentry‑center clients.

Reentry staff emphasized that continued investment in employment, housing, and diversion programs is central to reducing recidivism and supporting successful community reintegration.
