Edgecombe County commissioners approve slate of permits, budget amendments and ordinances

At its April 7 meeting the Edgecombe County Board of Commissioners adopted multiple routine notices for the Board of Equalization, approved a tipping-fee waiver ordinance amendment, granted two special-use permits, adopted budget amendments and a capital contingency, and approved several intergovernmental memorandums and appointments.
Edgecombe County commissioners on April 7 approved a series of ordinances, permits, budget amendments and intergovernmental agreements after public hearings and routine consideration.
The board voted to adopt three Department of Revenue–recommended notice letters for the county Board of Equalization and Review after administering oaths to board members. The board then held and closed a public hearing and adopted an amendment to the county solid waste ordinance to add a new section allowing waivers of tipping fees under limited circumstances.
In separate agenda items the board approved two special-use permits after evidentiary hearings: Case 25-SUP-10, a requested sand-mining operation on NC 97 West submitted by Pine Grove Farm LLC, and Case 25-SUP-11, a request by Edgecombe County Solid Waste to replace and expand a convenience site building at 1429 Arches Chapel Road in Tarboro. Both permits were approved by motion under the ordinance review criteria.
The board also approved nine budget amendments that the county manager said reallocate funds across departments and add appropriations for items including additional foster-care costs, the purchase of an ambulance for emergency services, and a contingency transfer tied to a capital projects ordinance. The board later amended the capital projects ordinance to add a $100,000 contingency line intended to cover possible change orders for projects including a new animal shelter and elevator modernizations.
Other approvals included: authorization for Edgecombe Community College to request state construction funding for a collision repair building expansion (the board excused Commissioner Harris from that vote), an MOU with the school system to support an elementary basketball league (not to exceed $5,000), a resolution allowing the state Department of Transportation to add six Speed town streets to the secondary road system, an amendment to the county's opioid settlement memorandum of agreement identifying two treatment providers for an evidence-based addiction-treatment strategy, an amendment to the Edgecombe Works MOU with Edgecombe Community College to broaden enrollment priority if county staff slots are not filled, and multiple appointments and reappointments to advisory boards.
Appointments included waiving term limits and reappointing two Animal Welfare Advisory Council members, reappointing a library board member and a community college trustee, and approving Turning Point workforce board appointees.
No speakers registered in favor of the tipping-fee text at the public hearing. Several routine items were accepted without public comment. The board recessed into a closed session on an economic development matter before adjourning.
