Councilmember Soponto (who requested the agenda item) told commissioners she encouraged the review. Several commissioners said they wanted a staff presentation at a future meeting that would show what the commission’s rules already permit, which elements match council rules, and which items might be candidates for revision. Commissioners suggested staff flag items such as time limits, crowd‑control options, and procedural remedies where the council’s rules differ.
Staff agreed to prepare a memorandum and, when practical, a presentation comparing the rules and suggesting areas for clearer guidance at a subsequent meeting.
