Staff said the applicant proposes a one‑phase development containing up to 390 multifamily units and approximately 54,160 square feet of commercial uses — including a restaurant program with a 12,000‑square‑foot indoor restaurant and a 12,000‑square‑foot outdoor patio, fitness space open to the public, and approximately 21,777 square feet of live‑work units. Staff reported the commercial program represents a little over 11 percent of the site’s developed square footage, which meets the overlay’s 10 percent mixed‑use threshold.
The development would be accessed from Royal rather than Highway 161, and staff noted no variances are requested. Illustrative plans show residential parking structures and a mix of integrated live‑work and retail spaces; staff cautioned the illustrative layout remains subject to change. Staff recommended approval of both the comprehensive plan amendment (business office to community village) and the detailed SP2 zoning in the 161 overlay.
Commission members asked about the live‑work product and staff explained live‑work units combine a residential component with a front‑facing commercial/studio space that can be used by small business owners. Staff also noted potential public benefits from ground‑floor retail and a fitness facility that could serve neighboring residents.
