League City commission recommends exempting interior-facing athletic facility signs from permit rules

The League City Planning Commission voted 5-0 to recommend that the City Council amend Chapter 125 of the city code (the Unified Development Code) to exempt certain signs placed on buildings, walls or fences at athletic stadiums, courts and fields owned or operated by governmental entities, including school districts, from the requirement to obtain a sign permit.

Mark Lynch, planning manager for the City of League City Planning Department, told the commission the request came from the mayor’s office and was narrowly written. "The request is simple," Lynch said, describing the proposed amendment as limited to signs that face inward or outward on athletic facilities and that would not require the usual permit or adherence to other sign regulations when placed by governmental entities.

Commission discussion was brief and limited to clarifying questions about scope and potential downstream issues. No members of the public spoke during the public hearing. Commissioners asked whether the change would allow community groups such as youth leagues to post banners; staff said the language was intended to apply to signs placed by governmental entities (including the Santa Fe Independent School District, Clear Creek Independent School District and Alvin Independent School District) and did not broadly authorize unrelated private groups to circumvent permitting. Lynch cited examples such as booster banners inside a high school tennis court and noted the amendment was tightly constrained to interior-facing signage on the listed facility types.

After the presentation and a short period for questions, a commissioner moved to recommend approval of the ordinance amendment; another commissioner seconded. The motion passed unanimously, 5-0. The public hearing was opened and closed at 6:03 p.m.; the meeting adjourned at 6:07 p.m.

The commission forwarded its recommendation to the League City City Council for final action. The ordinance as described would not change sign rules citywide; it would narrow the permitting requirement for a limited class of signs installed by governmental entities at athletic facilities.
