Commission approves 2025–2028 strategic plan; staff flags heavier July agenda and statutory composition constraints for replacements

The Tennessee Public Charter School Commission approved an updated strategic plan covering 2025–2028 at its March 28 meeting and heard executive director updates about meeting cadence, staffing and statutory constraints on commissioner replacements.
Tess Stovall, executive director, presented the strategic-plan updates and described staff and stakeholder work over the prior year to revise the commission's mission, vision and benchmarks. "I am simply the Sherpa delivering the strategic plan," Stovall said, asking commissioners to approve the document through 2028. The commission voted to approve the plan.
Commissioners said the updated plan reflects both the commission's authorizing responsibilities and its growing operational role as the number of authorized schools increases. Commissioner Tom Griscom noted the commission's growth from four schools when it began to 24 schools as of the previous day, and Commissioner Levine and Commissioner LaVine (spelling in transcript varies) praised the emphasis on high-quality authorizing and educational outcomes.
Stovall also provided administrative updates: she listed the remaining quarterly meeting dates for the year, said July would likely be a heavier meeting because of possible legislative items and FY26 budget matters, and said staff would withhold pulling candidates until responsibilities are clearer. She noted the commission expects to bring FY26 meeting dates and that additional meetings may be needed if direct-application authority or other legislative changes increase workload. Stovall reminded commissioners of statutory constraints for replacing a commissioner: the replacement process must satisfy statutory requirements regarding geographic representation and residency in areas with charter schools.
The commission approved the strategic plan and staff will proceed to incorporate any changes required by legislative action in coming months.
