Council approves temporary Citrus Fair banners, directs staff to secure property permission and removal timeline

The La Habra City Council on April 7 approved temporary banner permits for the city’s Citrus Fair and directed staff to secure written permission from private property owners where banners will be placed and to require timely removal and remediation of any damage.

Miranda, a community development staff member, told the council that the chamber had applied for permits and that the permits “were vetted through the planning and the DRC process, and they determined that they were okay to issue the permits, the banners for citrus fair.” Council members raised questions about a banner the chamber planned to place on the site of the former Birchford property and asked staff to confirm a property‑owner agreement before the banner is posted.

Council members also asked that the record show a clear removal deadline and responsibility for any damage. One council member asked that banners on city‑owned property be removed within three days after the event and that any damage to landscaping be repaired or returned to its original condition.

Marie Lavallaro, the chamber executive director, told the council she could provide email correspondence showing approval from the property manager and said the chamber already planned to have a removal date listed in the permit; she said the chamber could shorten the removal timeline if the council preferred.

Council voted to approve the permit item with the direction that staff secure agreements with private property owners and add removal and remediation provisions. The motion carried unanimously.
