Bellaire schedules May 5 public hearing after petition for speed humps on 5400 block of Braeburn

Travis Tanner, the city's director of development services, told council the petition contains signatures from more than 80% of the property owners in the petition area, satisfying the threshold in the city—s Neighborhood Traffic Improvement Program. Tanner said the hearing is being scheduled so staff can gather additional data — including Police Department speed-trailer records — and provide analysis to the council at the hearing.
A resident who identified herself as Tanvi told council she witnessed a serious crash at the intersection and described how construction in the area currently slows traffic; she said her block strongly supports speed humps and that petitioners requested three speed humps in their submission. During the public remarks Tanvi said, "We have 82% of the people on the block wanting speed bumps...I want four. Four. We have a long block."
Tanner said the city—s initial documentation lists a request for three humps and that staff will review the petition and field data before the hearing. Tanner also said the Police Department will place a speed trailer on the block to collect additional data before the May 5 hearing.
Council action: Council moved and seconded the ordinance calling for the May 5 public hearing and the motion passed by voice vote; the meeting minutes record the action as approved. The hearing notice will be sent to property owners in the affected notification area (the 5300 and 5400 blocks of Braeburn and Pine, per staff notification procedures).
Why it matters: A successful petition could require residents to pay the cost of installing speed humps if the council approves them after the hearing. The hearing provides the public an opportunity to present evidence and for the council to consider police speed data and staff recommendations.
