Developer reduces Caldwell Place apartment count from 364 to 340; commission praises architecture and site changes

The Planning Commission reviewed a revised final master development plan for the multifamily portion of Caldwell Place, the rear portion of the former Young's Nursery property.

Tyler Royalty, representing Thompson Thrift Development, told the commission the incoming developer intends to build multifamily housing and had received staff comments on the submittal; the development team said they were working through those comments. Staff described the revision as a reduction in the unit count from 364 apartments under the prior plan to 340 in the revision and said the amenity center was relocated from the front of the site to an interior position. Staff said the exterior buildings would remain two stories while four interior buildings would be three stories, consistent with the previously approved plan.

Commissioners repeatedly praised the architectural approach and the inclusion of porches and large balconies, saying the design represented a higher‑quality multifamily product for Gallatin. A commissioner noted the applicant remained within two previously approved exceptions (height and masonry) and had not exceeded those allowances.

Staff and the applicant said they would continue to work through plan comments; the commission had no substantive objections and expected the item to return for final processing.
