The Carson Reclamation Authority on Monday approved consent items that amend the preconstruction contract with general contractor Snyder Langston, moving the preconstruction period to April 15 and setting a likely notice to proceed for April 14 or 15, authority staff told the board.
The change clears the way for contractor mobilization by the end of April and an anticipated start of on-site construction in early May. Authority members approved the consent package, including the amendment, by roll call; the motion carried with Authority Chair Davis Holmes absent.
Authority staff told the board the amendment extends earlier deadline adjustments. “This is the pre construction contract with, Snyder Langston who's a general contractor for the construction of the road,” staff said, and noted the preconstruction period had previously been extended from November to January and February before the latest change to April 15. Staff said subcontractor negotiations were expected to finish this week and that a construction manager and the general contractor were collaborating on the schedule.
“We expect that we will be able to issue the notice to proceed, on the fourteenth or fifteenth,” staff said. “At that point, any if there's any additional pre construction activity, it'll be in the construction. We're gonna switch over to construction period. Now they won't start construction on the fourteenth through fifteenth, but we expect to be mobilizing on that schedule by the end of the month, by the April. So they'll move the construction trailer out there and start getting ready to get set up to actually start, construction by, the April into into early May.”
Board members had asked for timeline clarification before the vote. One board member said they were seeking confirmation of the April timeline; staff reiterated the notice-to-proceed window and told the board that full construction activity would follow mobilization.
On the project duration, staff reported the contractor’s schedule estimates “the construction schedule, from the contractors, it's about 18 months.” The board discussed marking the construction start with a small, on-site groundbreaking or ``ribbon, dirt-moving'' ceremony, with staff saying they would plan something inside the project gate because site access is limited.
Separately during general communications, a board member announced the city’s Juneteenth celebration will be held June 14 at Anderson Park this year because Mills Park remains under construction. “The date for Juneteenth celebration this year will be June 14… we will not be able to have it [at Mills Park] this year,” the board member said. The board noted Anderson Park has historically hosted the city’s jazz festival and will accommodate the one-day Juneteenth event and vendor applications are being distributed.
Authority Chair Davis Holmes, who arrived later in the meeting, requested that once construction is underway the authority prepare a status report for the City Council. Staff suggested May 6 or May 21 as possible dates for that report so the council might have photos or additional project details.
