The bill would impose a one-time $100 fee on new automobile sales, deposit revenue into a dedicated fund administered by the Department of Environmental Protection, and use those monies to reimburse permitted automobile-graveyard owners and operators for costs of proper disposal, once DEP promulgated rules.
