DMF addition (A25-3) — final plat approval Commissioners approved the final plat for the DMF (Dakota Medical Foundation) addition, including a subdivision variance to reduce the street width of Rusted Lane East by 10 feet and a subdivision-improvement agreement. Aaron Nelson, director of planning, said the approximately 21-acre site would be replatted from one lot into seven lots; the reduction in street width would prohibit on-street parking on Rusted Lane. Planning and Zoning recommended approval.
Ninth Street West tree planting — contract award The commission approved a public-works contract with Green Earth Landscaping LLC for tree planting on Ninth Street West (from 21st Avenue to 32nd Avenue — project corridor described at the meeting) for 144 trees at a contract price of $62,148. Director of Public Works Matt Andrick said the contractor will perform warranty watering (part of the contract) and a two-year warranty covers replacement of any dead trees.
Improvement District 3006 (Westwood Addition reconstruction) — bid acceptance (contingent) The commission accepted the low, responsible bid for Improvement District 3006 and authorized award contingent on NDEQ environmental-review approval; low bid recorded as $5,927,524 (see separate article). The engineering estimate had been $6,393,000.
Project 1351 — Sanitary Lift Station SA27 rehabilitation Commissioners approved the engineer's report, directed plans and specifications, and approved a task order for project number 1351 to rehabilitate Sanitary Lift Station SA27, the major south-of-interstate lift station that pumps to SA40 and on to Fargo for treatment. City Engineer Dan Hansen said the lift station is more than 20 years old, struggled when inflow and infiltration spiked during recent rain events and needs larger pumps, piping and generator upgrades. Hansen said the project is included in the 2024 CIP and will be funded from sanitary funds; no special assessments were proposed.
Project 2279 — Ninth Street East / Veterans Boulevard pedestrian safety improvements The commission concurred with the North Dakota Department of Transportation and authorized DOT to award the construction contract to Sun Electric, the low bidder at $1,211,926.55. Hansen said the DOT bid process was used because of project funding; the construction portion carries a 90% grant.
City administrator employment contract A motion to approve the final contract for the city administrator failed for lack of a second after several commissioners requested time to review the finalized document; the commission asked that the contract be circulated and returned at a future meeting.
