West Fargo awards Westwood reconstruction contract to low bidder; award contingent on NDEQ review

The West Fargo City Commission voted April 7 to accept the low, responsible bid for Improvement District 3006 — the Westwood Addition reconstruction — and to award the contract contingent on approval of the North Dakota Department of Environmental Quality (NDEQ) environmental review.
City Engineer Dan Hansen presented the results of an earlier bid opening that produced four bids. The low bid from Saline Brothers was $5,927,524, below the engineering report's December 2, 2024 construction estimate of $6,393,000 (which included contingencies). Hansen recommended awarding to Saline Brothers and said he has worked with the firm on multiple projects.
Dan Hansen said the work is a full reconstruction of the neighborhood, including utilities, and will be executed in phases for access; the commission was told the contractor will be present at a neighborhood meeting planned for April 28 so residents can ask questions and review the timeline and scope.
Resident Paul Scribe, who said he lives in the Westwood area, told commissioners some neighbors are concerned about transparency and differing information from the city's engineering consultant. He noted there is a roughly $2,000,000 spread among the bids and asked the city to provide more information to residents.
Hansen said the city previously secured initial grant funding for water-main design and expects further grant approval later this week, but until the state vote occurs the funds are not secured; if the grant is awarded the city intends to apply it to reduce the project cost.
The commission moved to accept the bid and award the contract contingent on NDEQ environmental-review approval; the motion carried by voice vote. The contract value shown at the meeting was $5,927,524.
