Ed Taber of Business Oregon said the new program opened to applications and closed March 31. "We received 24 applications for $2,500,000," Taber said, and the department anticipated being able to fund all applicants, subject to final eligibility and award determinations. The fund is intended to provide technical assistance and planning capacity to municipalities to plan infrastructure for water, sewer, sanitation, stormwater and transportation that will support housing at densities required by the statute.
Tamara Brickman of the Chief Financial Office recommended that the committee acknowledge receipt of the report; the Legislative Fiscal Office likewise recommended acknowledging receipt. A committee member moved to accept the LFO recommendation; the motion carried without objection and the subcommittee said it would carry the item to the full committee.
Taber said Business Oregon worked with other state agencies, including the Department of Land Conservation and Development and the Housing Accountability and Production Office (HAPO), to align program guidelines and housing production goals. He said additional funding rounds would depend on carry-forward of unspent funds and that the program’s available dollars were general fund appropriations.
