City staff updated the Bangor City Council at its April 7 workshop that the ARPA agreement with Bangor Housing Development Corporation will be amended to reflect a change in the permanent financing terms for a two‑phase housing development for residents aged 55 and older.
City staff said the council previously granted $2,000,000 in American Rescue Plan Act funds for infrastructure related to the project. When the developer applied for that funding, the financing assumption was that 60% of the units would be rented to households at 50% of area median income, with the remainder at 60% of AMI. The permanent financing requires that all units be rented to households at 60% of AMI or lower; staff described the proposed contract amendment as a technical tweak rather than a substantive change to the affordability commitment.
The project remains described by staff as an affordable, two‑phase development for people age 55 and older. City staff said the developer informed them it expects to break ground in June.
Councilors did not register objections during the workshop discussion. No formal vote or final council action on the amendment was recorded in the workshop transcript.
Background: the council previously allocated the $2,000,000 in ARPA funds to support infrastructure for the development. The amended contract language is intended to align the city agreement with the requirements of the permanent financing package.
