Committee approves annual Oklahoma Tax Commission cleanup bill, including new taxpayer reissue fee

House Bill 2170, a multi-section cleanup bill for statutes governing the Oklahoma Tax Commission (OTC), passed the Senate Revenue and Taxation Committee by an 8-2 vote.
Sponsor Senator Rader said the bill makes a series of technical changes across 10 sections to improve OTC operations. Committee discussion focused on Section 5, which would require a $25 fee for the re-issuance of a check to be paid by the taxpayer rather than by the commission. Corey Jaeger, tax policy manager for the Oklahoma Tax Commission, told the committee the fee currently is paid by OTC when it reissues a taxpayer check and the proposed change would shift the $25 reissue fee to the taxpayer when a reissue is requested.
Senator Sakieri said that provision prompted his no vote; he said he preferred the commission absorb that operational expense rather than the taxpayer and described the bill as otherwise acceptable. Committee members voted to pass the cleanup package despite the objection.
The bill now moves forward with a do-pass recommendation; committee members said the OTC and sponsor will be available to answer implementation questions as the measure advances.
