Scotland County proclaims April as Child Abuse Prevention Month and Second Chance Month

Stephanie Jacobs, a supervisor with Child Protective Services at the North Carolina Division of Social Services, presented the child-abuse proclamation and told the board that “in 2,024, Scotland County CPS received 359 reports of child abuse or neglect with approximately 77 of those being found in need of services or substantiated.” Jacobs described CPS’s focus on keeping children safe and supporting families and asked the board to proclaim April for awareness and prevention.
After Jacobs’ presentation, the board moved and seconded a proclamation for Child Abuse Prevention Month; Commissioner Williams moved and Commissioner O’Neil seconded on the record, and the board approved the proclamation by voice vote.
Later in the meeting Kimberly McCray of Scotland County DSS presented a proclamation recognizing April as Second Chance Month and described the county’s Local Reentry Council. McCray said the council served 87 participants in 2024, with 53 exiting the program successfully. She listed typical reentry services the council coordinates, including housing, employment, transportation, substance-abuse treatment, and assistance obtaining personal documentation.
The board moved and seconded the second proclamation and approved it by voice vote. McCray said the Scotland County Second Chance Day and toiletry drive would be held in April at 231 East Conley (Conley) Street from 9 a.m. to 2 p.m. at the Board of Elections building.
