At their April 7 meeting, Carroll County Commissioners approved a bundle of administrative actions including the release of many nonpublic minutes, creation of a capital improvements committee and initiation of requests-for-quotes (RFQs) for DPW services. The board also approved a part-time (24 hours/week) finance director job description and several routine financial certifications.
The board voted to release many nonpublic meeting minutes from 2020–2024 (specific dates were read aloud by the chair). Commissioners approved a motion to release the nonpublic minutes and later ruled to seal only the portion of nonpublic session addressing item C (reputation of a person other than a board member), keeping sections A and B unsealed per legal advice.
The board approved accounts payable (dated 04/04/2025) for $286,693.84 and payroll of $312,399.68 by roll-call/voice motion. Commissioners also certified an equitable sharing account balance of $1,539.94 so the sheriff may sign the annual report for law-enforcement-use funds.
On procurement, commissioners authorized issuing RFQs for snowplowing, landscaping, water-system management and wastewater-system management so the DPW can compare current in-house costs with vendor quotes. The board asked DPW Director Will DeWitt to refine the RFQ language with staff before publication.
Finance staff requested increasing the county credit-card program's overall limit to $75,000 and raising the IT card limit to $50,000; commissioners asked for further review and decided to revisit the request next week rather than approving immediately.
Finally, commissioners approved a part-time finance director position description (24 hours/week) and directed staff to begin recruiting.
