Carroll County commissioners vote to request $5.38 million supplemental budget to appropriate former ARPA funds

Carroll County Commissioners voted April 7 to request a supplemental budget allocation of $5,379,222 to give the commissioners authority to expend funds that staff and the county auditor said are part of the general fund rather than a separate ARPA account.
Executive Coordinator Melissa Siemens told the board that the county auditor and the New Hampshire Department of Revenue Administration (DRA) advised the county to use the supplemental appropriation process under RSA 24:15 to permit the planned expenditures. The auditing firm reported an unassigned fund balance of $18,466,000, approximately 44% of the 2025 budget; the auditor recommended maintaining a fund balance in the 5%–15% range.
Siemens said the delegation previously approved expenditures from the fund without making a formal appropriation, which created a question of procedure. The commissioners approved the plan to request the supplemental appropriation and to submit a corrected letter to the delegation for signature.
The board voted to approve the motion and directed staff to finalize the letter and obtain signatures prior to the delegation meeting.
