Carroll County commissioners defer decision on water hookup at 30 Old Route 28

Carroll County Commissioners on April 7 deferred action on a business request to connect a half bathroom at 30 Old Route 28 to the county water system, asking staff for more information and time to consider system capacity and fee policy.
The request was presented during the commissioners' discussion of capital items. Executive Coordinator Melissa Siemens said the county had historically not charged a hookup fee because the county does not perform the physical connection; property owners hire a plumber and the county inspects work before turning on water. DPW Director Will DeWitt told commissioners a recent water study showed the county's wells are near production capacity and cautioned against approving significant new water usage without study.
The county's DPW and Melissa Siemens described the applicant as a small office building with a limited number of employees and said the immediate demand appeared minimal. Still, DeWitt said the principal concern was supply (well production) rather than distribution infrastructure; the county has some buffering from an elevated tank, he said.
Public commenters urged clarity on policy and fees. Fred Campbell Wolfberg noted the agenda included the hookup request and asked whether the county charges a tie-in fee. Greg Gaines of Wolfeboro recommended the county adopt a formal policy and pointed to Wolfeboro's flat tie-in fee as a local example.
Commissioners agreed to take another week to review the request and the implications for system capacity and precedent. The board also directed staff to consider having curb stops or other physical work completed while construction crews are mobilized, so the county would not be required to turn the water on immediately if the connection infrastructure is already in place.
No formal vote to approve the hookup or to adopt a new fee schedule occurred at the meeting; the item was postponed pending further staff review and a return to the board at a future meeting.
The county will notify the applicant and return the item to next week's agenda.
