The county had applied for $165,000 to cover engineering design for expansion tied to failing septic systems at the Nancy Avenue Apartments, and officials told commissioners the full $165,000 award will be used for technical assistance. Mackenzie Phillips, the county’s development and administrative coordinator, said the apartment owner has agreed to cover any fees that exceed the $165,000 award; she cautioned, however, that additional work such as electrical engineering for proposed lift stations is not included in the grant.
Commissioners also approved a contract with county engineer Kirk & Michael for $140,000 in additional services to perform preliminary engineering for the expansion, and they authorized the chair to sign the contract. Staff said Kirk & Michael has been involved in the project from the beginning; the firm assisted with the grant application and provided the existing design. Officials said timelines in the Kirk & Michael agreement may shift slightly pending final grant paperwork from the Kansas Water Office.
Phillips said the county plans to hold an informational meeting for property owners along the proposed expansion route to explain the project and to determine whether additional property owners wish to join the expansion; owners who later elect to join would pay a participation fee. The owner of the Nancy Avenue Apartments has already signaled willingness to cover expenses above the grant amount.
Commissioners moved and seconded to approve the draft grant acceptance and the Kirk & Michael preliminary-engineering contract; both motions passed by voice vote. Staff said the preliminary design is intended to support a later construction grant application.
