Valley County approves grant applications and authorizations for parks, trails, boats and local projects

Valley County commissioners on April 7 approved a series of authorizations that allow county staff to apply for grants and submit reimbursement requests for parks, law enforcement equipment and local projects.
Grants staff (name recorded in the packet) asked the board to authorize submission of a reimbursement request to Idaho Parks and Recreation to cover part of the purchase of a marine boat; staff said the reimbursement request amount in the packet was $73,001.26. The board authorized the submission.
Staff also asked the board to adopt an annual declaration recognizing April as Fair Housing Month. Grants staff said the declaration is an annual requirement tied to future Community Development Block Grant (CDBG) applications under the Department of Commerce; commissioners approved the declaration to help future eligibility.
The board authorized application to the McCall local-option tax program for two items: roughly $17,000 for snow-removal services in parking areas used by county parks and recreation, and an application for funding toward phase 2 of the Samson Trail Pathway project. Grants staff said the county has a commitment from Idaho Parks and Recreation for about half of the funds and asked to apply for approximately $20,000 from the local-option tax to fill a roughly $250,000 shortfall. One commissioner later referenced an alternate number of about $25,000 during the motion; the application motion approved the authorization to apply and did not finalize the requested amount.
Grants staff reported the county applied for a Firehouse Subs grant to purchase AEDs for the Valley County Sheriff's Office but that application was not selected. Staff said they will continue to seek funds for that need.
For all authorizations, commissioners clarified that approval at this meeting authorized submission of grant applications or reimbursement requests and did not itself commit county matching funds beyond what was stated in individual grant materials. Motion votes authorizing the applications passed by voice vote.
