Senate Report (Senator Port) presented Senate File 2205 on April 7, 2025, proposing a bipartisan task force to study ways to stabilize Minnesota’s homeowners and property insurance market. "Access to stable insurance coverage is critical foundation for strong resilient communities across our state," Senator Port said, noting spiraling insurance costs and their effects on property owners, affordable housing developers and small businesses.
Committee members asked about membership, climate-science representation and the role of a state-supported insurance program; Senator Port said the bill includes a member with climate science expertise and referenced the insurance-industry group "Big I Minnesota" and an existing small commerce-run state-supported insurance program as possible models. The bill sets a reporting deadline of February 15, 2026.
Senator Limmer and others discussed chair selection procedures; because the task force is a one-time body with a report due in February 2026, the committee did not adopt an alternating-chair provision. Committee counsel noted questions about leader titles and said counsel would work with the sponsor on any needed technical tweaks. Senator Marty moved passage; the committee adopted the measure and re‑referred it to the Committee on Housing and Homelessness Prevention for further development.
