The Board of Zoning Appeals voted to approve a property variance that will allow construction of a single‑family house on a substandard lot on Planters Street.
Applicant Kenneth Salas told the board he has a contract to buy the empty lot and is requesting relief from the R‑1 minimum lot size and from front and rear setback requirements so a roughly 1,300‑square‑foot house can be built.
The lot is a recorded lot of record created on May 5, 1980, and is zoned R‑1 (single‑family residence), Rosalie Myhand, codes official, told the board. She said the Hartsville zoning ordinance (adopted 1999) lists lots of record as a special case that can be considered buildable by the board even if they do not meet current area requirements. Under the ordinance cited in the packet, a standard R‑1 lot requires 12,000 square feet; this lot is about 6,600 square feet.
Salas described the proposed house and placement on the lot and said the structure would be for sale, not rental. He asked the board to approve 15‑foot front and 15‑foot rear setbacks so the 28‑foot‑deep house plus a 4‑foot front stoop can be sited with room for a driveway and side parking.
Board member Mark Presley made the motion to approve the variance for lot size and the 15‑foot front and rear setbacks; Freddie Banks seconded. The chair called for a vote and the motion carried.
