Committee reviews bill to codify DMV’s 30-day waiting practice for permit-holders over 18

The Senate committee considered Senate Bill 924, which would add to state law a 30-day waiting period before applicants over age 18 who hold learner’s permits may take a road test.
Roger DeMers, legal counsel for the Division of Motor Vehicles, told the committee the bill would codify a long-standing DMV policy. "Applicants for driver's licenses who obtain learner's permits who are over the age of 18 — the DMV has had a long standing policy of requiring those individuals to hold the permit for a minimum of 30 days before they take their road test," DeMers said.
Senator DePalma, the bill sponsor, said the bill sought to place current practice into statute and to address an expiration/renewal issue for permits. "The first part of the bill seeks to codify current practice… The last couple lines with regards to the expiration of the permit seeks to address an issue… the ability for renewing it for one more year," he said.
Committee members acknowledged DMV testimony that the 30-day practice had been in place for more than a decade, and on that basis the committee voted to hold the bill for further study to reconcile statutory language and technical implementation details.
Ending: The committee held SB 924 to allow staff and DMV to draft technical clarifying language and return with recommended statutory text.
