The Los Angeles City Council on April 4 honored Olivia Mitchell as she retires after more than 50 years of work running and shaping city youth programs.
Councilmember (first name not specified in transcript) introduced Mitchell and a video tribute before a series of councilmembers and former participants described her mentoring and program-building that they said opened pathways into public service. “I’m retiring from city service after more than 50 years,” Mitchell said during her remarks.
Councilmembers and former program participants said Mitchell helped create the city’s youth advisory structures and directly mentored people who later held elected and municipal positions. “She created a youth council that touched thousands of young people and opened the door for so many of us to serve,” Councilmember Mónica Rodríguez said during the presentation. Several speakers recalled joining youth programs run or organized by Mitchell in the 1970s and 1980s and credited her with encouraging civic engagement.
Speakers noted Mitchell’s long association with former Mayor Tom Bradley’s staff and said she later helped establish a municipal commission focused on children and families. Former and current staff described a “legacy” of programs that continue to operate across the city and said the council planned to keep Mitchell’s name attached to a youth council as a lasting recognition.
Mitchell used her time at the podium to thank colleagues, family and program alumni and to describe continuing community involvement after retirement. “I appreciate everyone who came this morning to support me; these people represent the journey of my life,” she said.
The tribute included a ceremonial pin presentation and a video; Councilmember remarks and multiple testimonials closed with sustained applause. The council did not take a formal binding vote as part of the remarks; the item was a recognition on the council agenda.
Mitchell’s retirement and the council’s tributes underscored the city’s continuing emphasis on youth engagement programs and the role long-term staff and volunteers play in sustaining those efforts.
