Committees advance $1.83 million IT maintenance agreements to full board

A county staff member identified in the meeting as Jayco said the LinkedIn Learning module is integrated with the county’s Workday learning environment and that required training (HIPAA, some role-specific compliance) and optional professional-development modules are assigned to employees through that system. Jayco said, “It is just a module that we moved from a previous system… it’s assigned to staff as they need to do their learnings.”
Commissioners asked how LinkedIn Learning is billed and whether Microsoft costs include a year-end “true up” for additional licenses. Jayco said the LinkedIn service is paid as an annual fee included in the maintenance amount and that Microsoft billing includes an annual true-up to cover license increases during the year. He said the county prorates licenses for employees who start mid-year.
The motion was confined to a recommendation that the full board consider the maintenance agreements; final contract approvals and any fiscal or vendor-specific amendments will appear at the full board meeting. The committee recorded the motion as passed 13 to 0.
Officials did not provide a line-item breakdown for each vendor within the $1.83 million total during the public discussion; the packet referenced by staff lists the vendors but did not specify exact per-vendor allocations on the committee floor.
What’s next: The item will appear on the county board agenda for a final vote at a later meeting. The county’s staff presentation flagged recurring licensing features — annual charges, prorated licenses, and year-end true-ups — that the board may review during contract approval.
