Council renews Rocky Vista University MOU, names interim building/zoning official and updates building code to current state standards

City staff reported the MOU renewal simplifies scheduling and administrative sign‑offs so RVU can continue to host community events in city and RVU facilities. The council unanimously approved the first addendum.
Rob Dally, who introduced himself to the council, said he has one year of service with Ivins and is active in code administration statewide through the International Code Council (ICC) chapter; council members welcomed his participation and noted his ongoing role representing city interests in state code updates. The council voted to adopt the resolution appointing Dally to interim building/zoning leadership roles.
The council also considered Ordinance 2025‑08, amending Title 14 of the city code (Buildings and Construction) to conform to the state's current year code language approved by the legislature. Staff said the ordinance simply updates the code year and aligns local permitting rules to the state standard; council adopted the ordinance unanimously.

The RVU MOU maintains a local venue for community education and city events.
