Palm Beach Gardens — The City Council on April 3 formally declared the results of the March 11 municipal election, sworn-in incoming councilmember John D. Kemp and completed its annual reorganization by appointing Marcy Tinsley as mayor and Dana Middleton as vice mayor.
At the start of the meeting the council adopted Resolution 19-2025, "declaring the results of the general municipal election held on 03/11/2025," by unanimous voice vote. The council then administered the oath of office to John D. Kemp, who stated his intention to "support, protect and defend the Constitution of the United States and the State of Florida" during the oath.
The council considered nominations for mayor and vice mayor. After initial nominations and an alternate motion, the council voted 3-2 to appoint Marcy Tinsley as mayor. The council then nominated and confirmed Dana Middleton as vice mayor; a separate resolution (Resolution 20-2025) formalized the appointments and passed 5-0. The reorganization also included a brief presentation to departing Councilmember Carl Woods in recognition of his years of service.
No formal policy questions were attached to the reorganization votes; councilmembers offered short remarks of thanks and welcome to the newly sworn member and to the incoming mayor and vice mayor. The certified election resolution and the mayor/vice mayor appointments were handled as formal motions and recorded as approved by the council.
