Planner Jamie told the commission the item was a request to rezone 11350 East Shelby Drive from FAR (forest agricultural residential) to RL1 (large-lot residential) to enable a three-lot subdivision.
The property is slightly more than 6 acres and currently contains a single-family house the owner intends to keep. Planner Jamie said the mayor and board previously approved a land-use-plan amendment for the parcel in February and that the subdivision-specific materials, including detention calculations, would be submitted at later procedural stages.
Jamie said the applicant is Wes Ashworth of Ashworth Engineering, representing property owner Bilal Sawadee. Jamie summarized staff findings: water and sewer service are available, Shelby Drive is improved with curb, gutter and sidewalk, and the proposed net increase is two homes above the existing single residence. Staff said the net lot sizes planned would exceed the RL1 one-acre minimum (two lots roughly 1.3–1.5 acres and a third greater than 3 acres).
There was no public testimony on the rezoning at the meeting and no discussion by commissioners before the motion. A motion to recommend approval of the ordinance on first reading was made and seconded; the roll call vote recorded Gibbon, Rozanski, Stamps, Green, Sledd and Chairman Cotton as voting yes. The motion passed.
Planner Jamie told the commission that a second reading, which will include a public hearing before the mayor and board, is scheduled for May 12. If the rezoning is adopted at that stage, the applicant must return to the planning commission with a preliminary subdivision plat and drainage calculations and later a final plat before lots may be created or sold.
