The Los Angeles City Council on Sept. 4 voted to oppose a preliminary congressional redistricting map that would place the Port of Los Angeles in an Orange County congressional district and to urge the governor and the state Legislature to review the maps. The council also directed the Chief Legislative Analyst to review the preliminary redistricting maps and report back on potential impacts to the city.
Councilmember Janice Hahn, who brought the special item, said the proposed congressional map would separate the Port from adjacent city communities such as Wilmington and San Pedro and risk putting port-related federal representation under a member whose primary constituency would be outside Los Angeles County. Hahn said she intended to testify at the hearings being scheduled this week.
Councilmember Ridley-Thomas asked the CLA to review other portions of the preliminary maps to identify additional impacts to Los Angeles. Several council members expressed concern about the effect of line drawing across the region; some urged immediate council-level opposition to the specific Port-of-Los Angeles change while others urged CLA analysis of wider impacts before expanding opposition.
The council approved an amended resolution directing the CLA to carefully review the maps and report back; the item passed on a roll call of 12 ayes.
