The Los Angeles City Council on Sept. 5 approved placing a lien on a Pacific Palisades property to recover costs the city incurred building a street-level debris barrier after the developer failed to construct required retaining walls and comply with city orders. The clerk recorded the roll call as 12 ayes.
Residents from the Castlemar area addressed the council during the public hearing, urging enforcement and asking the city to hold the developer responsible for the cost of remedial work. Mary Anne Pearl, a neighbor, urged that the developer be “held responsible for the full cost” of the city’s emergency work and for endangering adjoining properties through unauthorized excavation.
City staff explained the owner began removing soil instead of building the retaining structures the city required to stabilize a steep cut slope. When the developer did not comply, the city constructed a barrier at street level to protect vehicles and adjacent properties. The motion before the council authorized placing a lien for the city’s costs.
The council adopted the lien motion by roll call (12 ayes). Staff and the Department of Building and Safety will proceed to record the lien and pursue cost recovery consistent with city procedure.
