Council approves $868,103 intergovernmental paving agreement and funds high‑friction safety treatment

The Canton City Council on April 3 approved an intergovernmental agreement with Cherokee County to resurface several neighborhood roads and approved a high‑friction surface treatment for two steep approaches.

The IGA covers resurfacing of Laurel Canyon Parkway (Highway 140 to Soleil gate), Great Sky Parkway (Highway 140 to the Reservoir roundabout) and Fountain Oak Way, with an alternate for Northside Parkway if funding permits. Staff reported the bids came in roughly $339,000 below earlier estimates; the IGA was approved not to exceed $868,103.72, and the mayor was authorized to sign after Cherokee County executes the county’s copy.

Separately, staff sought and council approved a contract to apply high‑friction aggregate and polymer resin on steep sections of Laurel Canyon and Great Sky Parkway to improve traction. Staff said two quotes were sought after an RFP drew no responses; WJ Surface Treatment submitted the low quote of $143,436 and was awarded the work. The treatment requires pavement to cure for roughly 30 days before aggregate application and an additional curing period prior to permanent striping, staff said.

Councilmembers asked about vendor selection and durability. Staff noted the paving savings more than cover the treatment cost and said the aggregate application should hold through a typical repaving cycle for neighborhood streets, though heavy arterial traffic would reduce life expectancy. Council approved both items unanimously; no individual vote tallies were recorded in the public minutes.
