Keizer committee plans short survey for Keizerfest as council changes committee appointments

Committee members agreed to develop a short, public-facing questionnaire to use at Keizer events to gather basic outreach data — how people prefer to receive city information, where they heard about the event, and their preferred language for communication. Committee members said a short form and a QR code would be used; the group agreed to finalize the questions and deliver them to staff for distribution and discussion at the next meeting.
The questionnaire was presented as a companion outreach tool to the action-plan work the committee is preparing. Committee members and staff said two draft action plans (on community engagement and youth engagement) were submitted late to staff and will be discussed at the committee’s next meeting.
City staff reported that the City Council adopted a resolution on March 17 that amends the committee’s charge and structure. According to the staff report, the council accepted several committee recommendations — adding references to the city’s stated values (justice, equity, diversity and inclusion), emphasizing work to identify and eliminate barriers to participation, and language about intentionally seeking representative data — but declined other recommendations. The council chose to keep the appointment power with individual councilors rather than move to a separate appointment process; it also set member terms at two years to align with council appointment cycles.
Staff also reported that the council retained the committee liaison role in the revised resolution and that the process to nominate that liaison will be routed through the BCC (the city’s volunteer committee) for a recommendation to council. The staff report described the new appendix to the resolution as a set of action items the council expects the committee to develop into specific plans, including promotional materials such as a rack card.
Members discussed which city-organized events the committee should prioritize for outreach and tabling: Keizerfest (May 15–18), the Riverwalk Art Show, the city’s summer concert series, Public Works Day (June), and the City Hall cleanup. Committee members emphasized accessibility and inclusion — ensuring events are ADA accessible, accommodating hearing- and language-access needs, and offering bilingual materials where needed.
On procedural items, the committee approved the March 2025 minutes by voice vote. No vote counts were recorded in the meeting transcript.
The committee set near-term process steps: members should submit suggested questionnaire edits to staff two weeks before the next committee meeting so staff can compile materials for the packet; staff urged the group to prepare an action plan that can be presented to City Council for feedback. Committee members noted that doing a rushed survey for Keizerfest would be tight given timelines; if not ready for May, they intend to use the tool at June events and other city-organized occasions.
