Applicant Alain (Elena) Winter told the council she had registered with the state as a home childcare provider and supplied required documentation; staff said the bureau of child care had been contacted and that the applicant met the applicable requirements for a home‑registered childcare operator. The council made the approval by voice vote with no recorded opposition.
The council took no additional action beyond approving the license.
