The Grimes County Commissioners on April 2 approved a sole‑source procurement from EnviroTech Services LLC to buy a proprietary road base stabilizer intended to treat about seven miles of flexible‑base county roads.
County Engineer John Stiber told the court the product — marketed as a proprietary mix for base stabilization — will be bought as 5,000 gallons at a purchase price the engineer described as $27,600 and said the material will help bind moisture from the air to reduce summer dust on the dustiest, most heavily used roads. ‘‘This solution…keeps the road from being dusty all summer,’’ Stiber said.
Stiber represented that EnviroTech’s product is proprietary and the only vendor the county could identify that provides this specific solution; he said the county had checked other suppliers that offer similar but proprietary stabilization products and that the county wanted to trial this vendor’s product on selected roads.
The court approved the sole‑source procurement by voice vote. Stiber said the purchase will be charged to the road materials line in the current budget and that the county will report on performance after application.
