Board approves six-foot fence and gate at 815 Southeast Fourth Street (317 SE Winona)

The Ocala Historic Preservation Advisory Board approved a Certificate of Appropriateness to install a six-foot-tall wood privacy fence and gate at 815 Southeast Fourth Street, also known as 317 Southeast Winona Avenue.
Planner II Bria Miller told the board the applicant requested a six-foot wood fence and gate to the east of the property and that the house on the parcel is a contributing structure built in 1918 in a Victorian frame vernacular style. Miller said the site is undergoing a master restoration plan and that the proposed fence would match an existing privacy fence on the neighboring property. Based on the COA criteria in section 94-82(g), staff found the fence material and placement “appropriate for approval” and recommended COA 25-0011.
The applicant was present in chambers but declined to address the board when asked to come forward. No letters of objection were reported. A board member moved to approve application COA 25-0011 “as requested according to 94-82(g).” The motion was seconded, the board voted in favor and the chair announced approval. The certificate of appropriateness is valid for six months; construction must begin within that timeframe and, if started, be completed within 12 months. Extensions may be requested of staff.
Staff will record the approval and advise the applicant of timing and extension procedures; the board requested no additional conditions.
