Assistant Utilities Director Jin Hao said the boilers and fans are original equipment from the late 1990s and have reached the end of their useful life. He described the plant's role in treating wastewater to reuse standards and stressed that the boilers are essential to the anaerobic digester system. "This facility is very important," Jin Hao told the commission, explaining the reclamation plant treats wastewater for reuse and protects the environment.
Procurement staff reported three bids were received; Airways Mechanical Services LLC was the lowest responsive and responsible bidder. The procurement submission indicated 100% participation on the small business/county business participation plan for the project. The city manager recommended approval.
Commissioners asked about the plant's importance and reclaimed‑water quality; Jin Hao and utility staff described the plant's reuse processes and said reclaimed water meets regulatory standards for irrigation and other permitted uses. The commission voted unanimously in favor of the award.
