Planning board approves commercial site, landscape and architectural plans for 2B Storage at 26 Road 2AB

The City of Cody Planning and Zoning Adjustment Board on April 3, 2025, approved a commercial site plan and corresponding landscape and architectural plans for a new metal storage building at 26 Road 2AB submitted by 2B Storage.
City planner Yutona Dye described the proposal as a 50-foot-deep by 100-foot-wide metal building with five dry-storage bays. "The proposed building measures 50 foot deep by a hundred feet wide and would be used for dry storage, and there will be 5 bays to the building," Dye said. Staff presented technical details including parking and access, lighting, utilities, and stormwater review.
Staff noted the property is zoned industrial (Industrial E), and surrounding uses include a beverage warehouse, flooring warehouse and an empty lot. Access to the site is from Pearson Avenue on the east side; a 20-foot-wide asphalt lane will be placed along the front of the building and existing crushed gravel will be used for other maneuvering areas. Dye said the stormwater plan and snow-storage locations were approved by Public Works.
Lighting for the building was described as five RAB Slim fixtures, full-cutoff LED, set at 7 watts (873 lumens) and 3,000 kelvin; the building will rely on a fire hydrant across Road 2AB and Pearson for fire protection. Dye told the board the application does not include sanitary sewer or treated water services; the building will be used for dry storage only. "No sanitary sewer or treated water services will be provided to the building, and the building will be used for dry storage," she said. Dye added that if the owner later installed utility services, a utility permit and associated fees would be required.
Staff recommended approval subject to conditions: authorization for dry storage only (no contractor shops or offices), additional board review or screening if outdoor storage is proposed (or the owner may voluntarily provide a six-foot privacy fence), and that a building permit must be obtained within three years or the authorization will expire. Vice chair/board members moved and seconded the motions to approve the site plan and later the landscape and architectural plan.
Ian recused himself from this agenda item due to a conflict of interest. The board approved the commercial site plan and the landscape/architectural plan unanimously among voting members. The landscape presentation showed four decorative planters along the front fence and proposed use of native grasses with irrigation; the applicant indicated colors of gray walls with black trim to match nearby storage units.
The approvals allow the applicant to proceed toward building-permit application and construction, subject to the stated conditions and standard building-review processes.
