County board approves up to $50,000 transfer to fund administrator search

The Eau Claire County Board on April 2 approved a resolution to transfer up to $50,000 from the 2025 contingency fund to support the search and hiring process for a new county administrator.
The transfer, approved 27-0, will fund a consultant-based search if the Committee on Administration decides to hire an outside firm. Supervisor Russell explained that roughly $25,000 to $30,000 would be used for search-firm activities and additional amounts would cover candidate interviews and related expenses.
Staff said the Committee on Administration will review a standard request for proposals and decide whether to engage a consultant. Purchasing Agent Greg Bovee and Human Resources Director Ekman were cited as staff who will help the committee evaluate proposals using a scoring matrix. The timeline discussed anticipated issuing an RFP on April 9 and receiving proposals by about April 18, with committee scoring and subsequent selection thereafter.
"When Chippewa County hired a consultant, that cost was approximately $28,000," a staff member said as an example of typical fees; the briefing noted the county expects consultant costs of $30,000 or less if retained.
Supervisor Beckfield moved the resolution and Supervisor Dunning seconded it. The board voted 27-0 to authorize the transfer; county finance staff will track expenditures in a separate account and the Committee on Administration and Committee on Finance and Budget had recommended approval.
The board chair invited supervisors to attend upcoming Committee on Administration meetings, which will be open to the public, as the committee determines whether to hire a consultant and refines the procurement documents.
