Deputy Commissioner Bridal Rayton (MMB) summarized recommendations for increased staffing in internal control and accountability, expanded payroll oversight to respond to legislative auditor findings and two FTEs for enterprise employee relations to manage growing collective-bargaining implementation needs. Rayton described a reappropriation proposal to cancel $8.5 million from the DCYF transition account and reappropriate $6 million directly to the Department of Children, Youth and Families for final relocation and IT migration costs, which MMB estimates would generate federal match and save $4.42 million to the general fund. Rayton also noted a proposal to repeal a prior transfer to a housing support special revenue account that would save $450,000 annually and a policy to allow agencies to carry forward unexpended non-grant operating appropriations to the next biennium, estimated to reduce cancellation assumptions by $15 million per biennium.
Stacy Christiansen, deputy commissioner at the Department of Administration, summarized the agency’s request for operating increases tied to health care, utilities and IT, an in-lieu-of-rent adjustment, and the creation of a state-building renewable energy storage and electric vehicle account to leverage federal funds for energy upgrades at state facilities. Christiansen also described strengthened authority to share data among agencies related to suspected or confirmed fraud in public programs to protect public resources and aid law enforcement.
Committee members asked clarifying questions about the pension contribution reduction included elsewhere in the governor’s package and about the budgetary mechanics; staff noted the omnibus vehicle will be taken up with a DE amendment next week and then carry fiscal notes and additional detail in later consideration. Senate File 3045 was laid over for possible inclusion.
