Board adopts mitigated negative declaration for Lonoke Road trunk rehabilitation; mitigation and seasonal work windows required

The Board of Public Utilities unanimously adopted a mitigated negative declaration and mitigation monitoring and reporting program for the Lonoke Road Trunk Rehabilitation Project and approved the project on Thursday.
Rochelle Amayeda, Associate Civil Engineer with the Capital Projects team, described the project’s scope and environmental controls. The rehabilitation covers about 8,100 linear feet of large-diameter trunk sewer from the Laguna Treatment Plant to north of the intersection of Loch Llano and Todd roads and includes inspection and rehabilitation of 12 manholes. The existing reinforced concrete trunk shows significant interior deterioration and exposed rebar; Santa Rosa staff recommended cured-in-place pipe (CIPP) lining as a trenchless technique with minimal excavation.
Because the segment conveys roughly two-thirds of the city’s wastewater, Amayeda said staff must deploy a large bypass-pumping system for the work and set up a temporary on-site wet-out facility to coat liners with resin. The project’s depth (generally 20–30 feet and up to about 35 feet) and elevated groundwater required a trenchless approach, she said.
Amayeda said the initial study indicated impacts could be mitigated to less-than-significant levels. Several mitigation measures focus on biological protection for the California tiger salamander: construction is restricted to the non-breeding season (June 15–Oct. 15), qualified biologist surveys and clearance are required on workdays with certain activities, wildlife exclusion fencing will be installed around high-activity areas including bypass pumping sites, and the city will purchase mitigation credits (staff estimated roughly 3.8 acres of credits) from an approved mitigation bank.
Amayeda said tribal consultation was offered under Assembly Bill 52 and that the Federated Indians of Graton Rancheria requested formal consultation and provided feedback on the IS/MND and mitigation measures. She said the IS/MND circulated for the required public comment period and no public comments were received.
Board Member Wright moved adoption of the mitigated negative declaration and the mitigation monitoring and reporting program and approval of the Lonoke Road Trunk Rehabilitation Project; Board Member Bartholow seconded. The roll-call vote was recorded as: Board Member Wright — aye; Board Member Mullen — aye; Board Member Bartholow — aye; Chair Galvin — aye. The motion passed unanimously with Board Members DeWitt, Bavenport and Vice Chair Arnoni absent.
Staff recommended that after adoption the city file a Notice of Determination and proceed with required permitting and contract procurement for design and construction.
