Lago Vista City Council unanimously referred two proposed changes to Chapter 14 (Zoning) of the municipal code to the Planning & Zoning Commission for review and recommendation. The first referral would convert the council’s previously adopted interim growth-management resolution into standing ordinance language to coordinate infrastructure and growth approvals. The second referral would establish clear eligibility and completeness requirements for applications before the Planning & Zoning Commission, requiring that staff not publish notices or place items on a P&Z agenda until the development-services director has confirmed a complete application and a staff report is ready.
Councilmembers said the measures are intended to reduce confusion and wasted staff and public time caused by incomplete submissions and last-minute packet changes. Several councilmembers asked staff to work with the P&Z chair and commission members to consider a special P&Z meeting if needed, and to confirm publication timelines so council could consider the commission’s recommendations as soon as possible.
