Long Beach planning board approves three building permits; adds runoff and streetscape conditions to East Chester project

The Long Beach Planning Board, acting in its capacity as the Architectural Review Board, approved three building permits at its April 3 meeting, adding site-specific conditions to the permit for 328 East Chester Street.
The board approved the East Chester permit with conditions requiring gravel beds under gutter locations to improve stormwater absorption and a paver border along the width of the driveway to distinguish the driveway from the sidewalk. The board also approved permits for 27 Kerrigan Street and 56 Oregon Street without additional conditions.
The conditions for 328 East Chester were proposed after board members raised concerns that a fully concrete driveway would create an unbroken streetscape and worsen stormwater runoff onto adjacent properties and the street. Board members said modest changes such as a paver border and gravel beds could improve the appearance and water absorption with little added cost.
Joseph Lupo, deputy corporation counsel, was present and the board proceeded with public roll call before hearing each application. For 27 Kerrigan Street, board members noted the structure sits higher than surrounding houses but said it appears lifted to a FEMA-required elevation and otherwise meets code. For 56 Oregon Street, members discussed the addition of rooftop balconies achieved by converting attic space to a flat roof; several members said the setback and design made the height acceptable relative to neighboring houses.
Motions to approve each application carried by roll call votes. For the East Chester application, Chairperson Alton moved to approve the permit with the conditions stated on the record; Board Member Clancy seconded the motion. The motion passed with board members voting to approve (recorded individually on the roll call). For the Kerrigan and Oregon Street permits, motions to approve were made and seconded and each application was approved by the board.
